I would like to submit my comment on President of India who preached sermon
when he was addressing an all India Lokayuktas Conference yesterday. While
addressing the conferences he has admitted that corruption is a plague in
India. When corruption is a plague and he admits it, what he has done during
past eight years when he was in government, what he has done during his 50
years of career as powerful politician and what his party Congress Party has
done during last 50 years of rule .
I expect that Pranab who holds the topmost post of the country should not try to befool Indians by preaching sermons now. Please do not try to protect corrupt in the name of honest. Past record of UPA government of which Pranab Da was also a part till recent past, clearly speak that the UPA government has been consistently and shamelessly only protecting corrupt officers and corrupt politicians and torturing for killing whistle blowers and sending individuals like Balkrishna to jail on flimsy ground who raised voice against corruption and black money.
While speaking on passing of Lokpal Bill, he assured that the same will be passed very soon. He says "The Lok Pal Bill is before Parliament. New laws for imposing sanctions for bribery by foreign agents, transparency in public procurement, citizens' grievances redressal etc are also under consideration. All these must strengthen existing institutions of accountability not displace them or undermine them",
I would like to ask when PRANAB DA was in government for 8 years and specially when as FM, he made no such efforts. Further he means to say about the same Jokpal Bill which made mockery of Janlokpal Bill proposed by Team Anna. He still advocates powerless Lokpal in line with the offices of CBI and CVC so that ministers can force them to dance as their puppet.
UPA government can force CBI to frame charges against innocent Balkrishna in a few months and send him to jail but cannot force CBI to do the same for Salman Khurshid for his unlawful act in the capacity of Law Minister of the country. UPA government can institute inquiry by CBI, IT and ED against Mr Gadkari within a few days of allegation but not do the same against Mr. Vadra, or Mr Rahul .
Hundreds of complains are lodged everyday in the office of President of India and on website of President of India by several Indian from various corners of the country , but perhaps he has done nothing to punish the culprit. Personal Assistants working in his office has been perhaps directing to refer all cases to some department and then remain silent without caring for final outcome. This is Indian culture of functioning.
In a rare admission by the government, ( see ET dated 03.11.2012)
even the finance Minister Mr. Chidambram yesterday acknowledged that projects
stuck across key sectors as on September 2012 had reached the highest since
2005, when the number of such delayed projects was less than 100. Policy
paralysis and bureaucratic delays peaked between September 2011 and June 2012 -
a period in which Pranab Mukherjee, now the President of India was the finance
minister - when as many 300 projects came to a halt with approvals held up at
various government departments.
With due respect to Pranab da I request him to do something to create good image of the country or he can do so through his directions to current government .Please stop mutual mud-slinging process going on in the country which is adversely affecting the image of the country in international forums.
I am very much confident that as soon as he starts taking strong
action against all erring officials and politicians without any
biased attitude , the message will go every nook and corner of the
country that there is no laxity , no delay and no favour to corrupt
people and to those who violate existing laws of the country.
Instead of preaching sermons he should deliver the goods by action
what he meant to say by words. Only by acting upon seriously on all complains
he receives online or through letters, he can bring about phenomenal change in
the governing system.
President
warns against vilification campaigns
New Delhi: President Pranab Mukherjee on Friday cautioned against
"vilification campaigns" to defame or destroy reputations in the name
of combating graft. Mukherjee said anger against the "bitter
pandemic" of corruption was legitimate as was protest against the "plague"
but insisted that it should not become an excuse for an assault on the
country's democratic institutions.
"It must be ensured that in the name of checking corruption, vilification campaigns are not carried out to defame or destroy reputations. False allegations aimed at impugning reputations are bad," Mukherjee said at the 11th All India Lokayukta Conference in Vigyan Bhawan here.
Newly appointed law minister Ashwani Kumar took a dig at anti-graft activists, stressing the need for stricter laws of defamation and saying "masqueraders" against corruption couldn't be allowed to sully reputations.
Kumar, in an obvious reference to Arvind Kejariwal and allegations levelled by India Against Corruption against Congress leaders, said, "Measures are needed to protect the reputation of people... we can't condemn an innocent to life-long infamy."
Kumar said activists agitating against corruption wanted to hijack the agenda for political gains, arguing this had led to tarnishing of reputation of innocents.
With the government reeling under a slew of corruption charges, the law minister used the occasion to emphasize the principle of "innocent until proven guilty", adding that while it was easy to level corruption charges, it was equally difficult to establish the same in court.
The main organizer of the conference, Delhi Lokayukta Justice Manmohan Sarin, spoke on the need to include IAS officers within the jurisdiction of the anti-corruption watchdog, saying a lot of time and effort was wasted when the minister of a department was probed by one agency while the secretary of the same department couldn't be questioned. Sarin also called on the Supreme Court to penalize states that refuse to establish Lokayuktas.
The conference will witness brainstorming sessions to come out with recommendations to enhance effectiveness of anti-corruption agencies.
